Resend unsent ballots
Sends a fresh ballot link to every voter with an email who hasn't voted yet. Sent one-at-a-time with a 1-second pause between each to avoid hitting Resend's rate limit.
Paste the recipient addresses of ballots you already know were delivered (one per line). Get this from your Resend dashboard. Any voter whose email matches one of these will be skipped.
